Boehner Says He Would Have Survived Recall Vote, Vows No Government Shutdown
House Speaker John Boehner on Sunday struck a defiant tone after announcing his resignation two days earlier, saying he would have had enough votes to survive a potential recall effort and that House conservatives won’t get a government shutdown. “Winning that vote was never an issue,” Boehner told CBS’ “Face the Nation.” “I was going to get the overwhelming numbers of [votes]. I would have gotten 400 votes probably.” Had Boehner submitted to such a vote, he would have needed at least 218 of them from the House’s 435 members. Fox News

Clinton Says She's Been 'As Transparent As Possible' On Emails
Democratic front-runner Hillary Clinton maintained Sunday that she has done all she can to take responsibility and "be as transparent as possible" about the use of her private email server while she was secretary of state. "It is like a drip, drip, drip," Clinton said in an interview on NBC's "Meet the Press." "I want these questions to be answered." Clinton said she could not guarantee that the FBI will not find any emails on her private server that will require further explanation on her part, because her attorneys handled that review and she did not participate. "I'm very sure that my attorneys did the most meticulous job that could have been done," she told NBC News' Chuck Todd. MSNBC

Donald Trump To Unveil His Tax Plan On Monday
Donald Trump will release his tax plan Monday morning, his campaign manager said Saturday. Corey Lewandowski also told CNN that the plan will be published on Trump's website. On Wednesday, Trump said his plan will call for middle class tax cuts and hikes for hedge fund managers. "(It) will be very long on policy and will be a great plan, with a major reduction in taxes for the middle class," Trump said at a town hall meeting in Columbia, South Carolina, at the University of South Carolina. Trump promised that his plan would be "great" for middle income residents and businesses, but not so much for hedge fund managers, who he has turned into political punching bags of late. CNN

'God Weeps,' Pope Says, After Meeting Clergy Sex Abuse Victims
Pope Francis confronted the sexual abuse of children by Roman Catholic clergy on the final day of his U.S. visit on Sunday, meeting five adults abused as minors and vowing to hold responsible those involved in the crimes and cover-ups. "I have in my heart the stories of suffering and the pain of the minors who were sexually abused by priests," the 78-year-old Argentine pope told bishops in Philadelphia after meeting privately with the victims, three woman and two men. "This disgrace keeps burdening me, that the people who had the responsibility of caring for these tender ones raped them and caused them great pain. God weeps for the sexual abuse of children," the pope added in his native Spanish. Reuters

Obama Makes Forceful Defense Of New Development Goals
President Barack Obama on Sunday committed the U.S. to a new blueprint to eliminate poverty and hunger around the world, telling a global summit that a sweeping new development agenda is “not charity but instead is one of the smartest investments we can make in our own future.” It was the first of two addresses Obama is making at the United Nations. His second on Monday morning, to the annual U.N. General Assembly of world leaders, will be a broader examination of world issues, especially the ever-more complicated conflict in Syria and the related refugee crisis. Clinton On Email Controversy: A 'Drip, Drip, Drip' Of Revelations
Democratic presidential candidate Hillary Clinton said on Sunday the politically damaging "drip, drip, drip" of revelations about her use of a private email server is out of her control and she is unsure when the controversy might end. Clinton, who has seen her lead shrivel in the race for the 2016 Democratic presidential nomination, said she has tried to be as open as possible and take responsibility for the email flap. Obama: Religious Freedom No Excuse To Deny Rights To Others
President Barack Obama says freedom of religion isn't a reason to deny Americans their constitutional rights. Obama appeared to be referring to Kim Davis, the Kentucky clerk who refused to issue marriage licenses to gay couples. Davis said such unions violated her religious beliefs. She was jailed for several days over her defiance of the Supreme Court ruling that gay couples have a constitutional right to marry. Obama says it's important to recognize that some parts of the country remain uncomfortable with same-sex marriage. But he says that while Americans cherish the right to freedom of religion, it can't be used to deny a person's constitutional rights. Tampa Tribune

Donald Trump and Ben Carson are running neck and neck in the national Republican presidential horserace, while Carly Fiorina is now tied for third place with Marco Rubio, according to the latest NBC News/Wall Street Journal poll. And on the Democratic side, Hillary Clinton has lost ground to Bernie Sanders — she leads him by just seven points with Joe Biden in the race, and 15 points without the vice president. In Wake Of Muslim Remarks, Ben Carson Calls On Media To 'Mature'
Ben Carson called on the media Friday to "mature" and stop mischaracterizing his position on Muslims in public office, saying any believer should be allowed to run for any job. "Not advocating they run for president in no way precludes them from running," Carson said at the Values Voter Summit, a Christian conference in Washington. He added that he wouldn't be able to disallow them from making a bid, but that he personally could choose not to "advocate" for them. Dalai Lama Cancels October U.S. Appearances For Medical Rest
The Dalai Lama canceled his U.S. appearances for the month of October after doctors at Minnesota's Mayo Clinic advised him to rest, his office said Friday. The 80-year-old Tibetan Buddhist leader was at the Mayo Clinic in Rochester this week for what was described as a routine check-up. "The doctors have advised His Holiness to rest for the next several weeks," his office said in a statement on its website Friday. "We deeply regret the inconvenience caused by this decision and apologize to all the people who have worked so hard in organizing the visit as well as to the public." The statement gave no more details about the Dalai Lama's condition and representatives did not immediately respond to an email from The Associated Press seeking additional comment. CBS

Devin Nunes, the chair of the House Intelligence Committee, said he is not sure that the U.S. will be able to track all of the Americans who have gone to Syria to help ISIS. "This has long been a concern about fighters that go into Iraq and get back either into Europe or the United States," Nunes told ABC News' Martha Raddatz on "This Week." Pope Francis has defended his words of consolation to U.S. bishops over the priest sex abuse scandal but says — for the first time — that those who covered up for abusers are guilty of wrongdoing. Francis made the comments en route home to Rome after his first-ever visit to the United States, where on Sunday he met with five survivors of abuse and issued a warning to bishops that they would be held accountable for protecting their flocks. Shell Says It Will Cease Alaska Offshore Arctic Drilling
Royal Dutch Shell will cease exploration in Arctic waters off Alaska’s coast following disappointing results from an exploratory well backed by billions in investment and years of work. The announcement was a huge blow to Shell, which was counting on offshore drilling in Alaska to help it drive future revenue. Environmentalists, however, had tried repeatedly to block the project and welcomed the news. Shell has spent upward of $7 billion on Arctic offshore exploration, including $2.1 billion in 2008 for leases in the Chukchi Sea off Alaska’s northwest coast, where an exploratory well about 80 miles off shore drilled to 6,800 feet but yielded disappointing results. Backed by a 28-vessel flotilla, drillers found indications of oil and gas but not in sufficient quantities to warrant more exploration at the site. Miami Herald

U.S. Foreign-Born Population Nears High
The foreign-born population living in the USA has increased so rapidly that it could break a 125-year-old record within the next decade, according to a Pew Research Center report out Monday. The percentage of people living in the USA who were born outside the country reached 13.7% in 2015 and is projected to hit a record 14.9% in 2025, the report said. The country's previous high of 14.8% was set in 1890, when waves of Irish, Italian, Polish and other immigrants were coming to the USA. The findings come at a critical time in the presidential campaign as candidates from both parties debate the proper role of immigration in the country. The foreign-born population represents a growing share of the electorate that Democrats and Republicans court because that voting bloc is big enough to tip presidential elections. USA Today

France Launches First Airstrikes Against Islamic State In Syria
Six French jet fighters targeted and destroyed an Islamic State training camp in eastern Syria, President Francois Hollande said Sunday, making good on a promise to go after the group that the president has said is planning attacks against several countries, including France. The airstrikes were the first in Syria by France as it expands its mission against ISIS. "The camp was totally destroyed," Hollande said Sunday after arriving at the United Nations, before the start of a major development summit and the U.N. General Assembly bringing together world leaders. "We're sure there were no casualties" among civilians, he added. Fox News

Two Drugs Proven More Effective Than Standard Kidney Cancer Treatment
A pair of drugs have overshadowed the use of standard therapies after new clinical trials suggest they work better for advanced kidney cancer. The two treatments -- nivolumab and cabozantinib -- each successfully prolonged the survival of renal-cell cancer patients during separate studies both published in the New England Journal of Medicine. Nivolumab, an existing drug sold as Opdivo, resulted in a 27 percent decreased risk of death during a clinical trial involving 821 patients in an advanced stage of kidney cancer. The therapy belongs to a group of drugs called immune checkpoint inhibitors, which enhance the body's natural defenses against cancer cells. Under the name Opdivo, the drug is already used to treat lung cancer and advanced skin cancer. UPI

The United States now leads the world in oil production, surpassing Russia and Saudi Arabia. Yet the United States still imports about 7 million barrels of crude oil each day, causing some to question why we should repeal the ban on exporting American crude oil. The answer to that question is fairly simple. First, there is economics. Decisions to import or export are typically based on supply and demand for a product at that location, as well as transportation costs. Products are often both exported and imported when it makes economic sense. For example, the United States is also the world’s leading producer and exporter of corn, yet in 2014, we still imported 635,000 metric tons of corn. Other products that are commonly both imported and exported include gasoline, cars, computers and aircraft parts, as detailed in data compiled by the Massachusetts Institute of Technology. UPI

The Dalai Lama remains at Minnesota's Mayo Clinic after canceling his U.S. appearances for the month of October. A Mayo spokeswoman confirmed Sunday the 80-year-old Tibetan Buddhist leader remains at the Rochester clinic for a medical evaluation. No other details were released. The Dalai Lama's office said Friday in a statement on its website that he has canceled his planned October U.S. visit after doctors advised him to rest. The statement gave no more details about the Dalai Lama's condition, and there was no update on the website as of Sunday. Among the Dalia Lama's canceled appearances next month was a planned visit to the University of Colorado in Boulder as well as appearances in Salt Lake City and Philadelphia. Philadelphia Inquirer

In late March, William King placed a vial of pentobarbital in a refrigerator at the state prison in Jackson and dutifully logged the temperature at 34 degrees. Earlier that same month, the execution of the only woman on Georgia’s death row had been halted abruptly after prison officials noticed that the drug that was supposed to stop her breathing appeared cloudy. Now King — an investigator with the state Department of Corrections — was attempting to prove a theory: that the lethal barbiturate took on a clumpy, opaque quality because it had been stored in the cold. Tropical Storm Drifting Toward Mexico's Pacific Coastline
The U.S. National Hurricane Center in Miami said early Monday morning that a tropical storm watch is in effect for the Mexican coast from Acapulco to Lazaro Cardenas. Marty is centered about 225 miles (360 kilometers) west-southwest of Acapulco. Forecasters say the storm is moving to the north at 2 mph (4 kph) and has maximum sustained winds of 70 mph (110 kph). Meanwhile in the Atlantic, a tropical depression remains poorly organized with maximum sustained winds are near 35 mph (55 kph). The depression is centered about 420 miles (675 kilometers) southwest of Bermuda and is moving west near 2 mph (4 kph). Charlotte Observer

IDF Strikes Syrian Military Targets In Response To Stray Fire Into Israel
The IDF struck two targets belonging to the Syrian military on Sunday night in response to earlier projectile fallout from the embattled country exploding in Israeli territory in the northern Golan Heights. IDF artillery forces struck the Syrian army posts located in the central Golan Heights. "The IDF holds the Syrian military responsible for all events stemming from its territory and will not tolerate any attempt to harm  Israel's sovereignty and the safety of its residents," the IDF said in a statement. Earlier Sunday evening, a projectile fired from Syria exploded in an open area of the northern Golan Heights. The incident was the second case in two days of apparent errant fire from the civil war in Syria landing in Israeli territory. Jerusalem Post

Netanyahu Praises Sisi's Call To Expand Egypt-Israel Peace To Other Arab States
Prime Minister Benjamin Netanyahu on Sunday praised Egyptian President Abdul Fatah al-Sisi for calling to expand Egypt's peace with Israel to include more Arab countries. In a statement released from his office hours before the Succot holiday was scheduled to set in, Netanyahu also called on Palestinian Authority President Mahmoud Abbas to return to the negotiating table.  "Prime Minister Netanyahu calls once again on the Palestinian Authority president, Abu Mazen (Abbas), to return immediately to the negotiating table in order to make progress in the diplomatic process. David Cameron To Call For New Syria Peace Drive At UN
David Cameron will call for a new diplomatic drive to end Syria's civil war as he meets world leaders at the United Nations in New York. The UK prime minister is expected to drop his opposition to Syrian President Bashar al-Assad playing a role in any transitional government. But he said Mr Assad "can't be part of Syria's future". Russian President Vladimir Putin has called for a regional "co-ordinating structure" against Islamic State (IS). r Putin reiterated his support for Syrian President Bashar al-Assad, who Western countries and the Syrian opposition have said must go. The crisis is expected to be high on the agenda as world leaders gather at the UN in New York. UK Prime Minister David Cameron is expected to soften his stance against Mr Assad in a speech this week. The hidden toll and extraordinary neglect of a disease that affects an estimated 176 million women around the globe, causing many to suffer a life of pain and debilitation and sometimes infertility, is revealed by the Guardian. One woman in 10 of reproductive age has endometriosis, it is estimated, and yet often their primary care doctors do not know what it is and the specialists to whom they are sent are ill-informed. TSA Finds Record Number Of Guns In US Airplane Carry On Luggage
US airport security agents discovered a record 67 firearms in luggage passengers intended to carry on to airplanes during one week in September, according to the Transportation Security Administration (TSA). Of the 67 firearms found during the week ending 17 September, 56 were loaded and 26 had a round in the chamber, the TSA reported. The tally set a new weekly record. The prior record was 65 firearms found during a week in May 2013, the TSA said. For the most recent week, ending 24 September, the TSA said it found 64 firearms in carry on bags at airports. Of those, 55 were loaded and 22 had a round chambered. Guardian

Underscoring the urgent need to transform how essential health care is delivered in low- and middle-income countries, the Bill & Melinda Gates Foundation, World Bank Group and the UN World Health Organization (WHO) have launched a new partnership to support countries in improving the performance of primary health care.
The new partnership, the Primary Health Care Performance Initiative (PHCPI) was launched yesterday in New York on the margins of the three-day UN Sustainable Development Summit at an event co-hosted with the governments of Germany, Ghana, and Norway. UN News
